City staff told council the request for 715 Saint Andrews Boulevard would rezone a former house used commercially from RO to GO to align with the comprehensive plan, and that a separate application at 24 Calhoun Street would rezone a downtown site to permit mixed‑use workforce housing and a seven‑story height allowance adjacent to the Aquarium parking deck. "This request to rezone it from RO to GO would be in line with that comprehensive plan recommendation," city staff said when summarizing the item. The planning commission recommended approval of the items cited in the staff presentation.
Staff also summarized a proposed ordinance amendment requiring enhanced tree‑protection measures for city capital projects. According to staff, the amendment is intended to allow city park and capital project staff to coordinate with zoning staff to evaluate sites and implement on‑site mitigation rather than pursue variances, with any required mitigation performed on the project site and additional new trees planted.
