County committee advances $10,000 ARPA request for Taylor Merchants Association to next hearing

Cuyahoga County committee members voted to advance a request for up to $10,000 from the District 8 ARPA Community Grant Fund to Future Heights Inc., the fiscal sponsor for the Taylor Merchants Association. Presenters outlined plans to form a merchants association for South Taylor Road, a 1.5‑mile commercial corridor they said contains roughly 80 merchants.

Myra Orenstein, acting director of the merchants association, told the committee the group is working with Future Heights as a fiscal agent while awaiting 501(c)(3) approval and is seeking seed money to hire professional help. “We’re looking to you to at least get us started,” she said, asking the committee for funding to hire an attorney and accountant so the association can organize and begin branding and beautification work.

Presenters described a mix of commercial activity and demographics along Taylor Road, including a growing Orthodox Jewish community and an underused family amenity at Caine Park they hope to activate. They proposed early, low‑cost promotions (including a proposed “Big Truck Day” family event), coordinated snow‑removal supplies for merchants and streetscape beautification as near‑term priorities.

During discussion a council member said they would match the requested $10,000 with district funds, potentially bringing the initial pool to about $20,000. Council members asked about the timeline for nonprofit status and coordination with neighboring municipalities; presenters said fiscal sponsorship through Future Heights will allow the association to begin work while federal recognition is pending.

The committee moved and seconded a motion to carry the item to the next meeting for a second reading; the motion passed by voice vote and the item will return for further legislative action.
