On infrastructure and recovery work, staff recommended accepting low bids from Blaylock's for a Loop Road slope-repair project and for culvert repairs at Walnut Road and Hogpen Branch; staff said the Loop Road project is tied to Hurricane Helene recovery and that FEMA reimbursement is expected to cover at least 75% and possibly as much as 87.5% of the costs. The Board moved, seconded and approved the recommendations by voice vote.
The Board also approved a four-year lease of 72 Club Car golf carts through a state contract with the local dealer and recommended by the golf director as a routine procurement; staff noted higher monthly rates were expected compared with the prior term and that the lease includes updated Club Car Connect technology.
Personnel and administrative items approved included renewing the city's long-term disability insurance for 2026 with 'USA Bull' at no anticipated premium increase and adoption of modest planning-fee adjustments previously discussed at an October workshop. The Board approved a resolution setting community center rates and membership streamlining.
On municipal finance, the Board approved two bond resolutions related to the public safety building addition: an initial resolution authorizing issuance of general obligation bonds not to exceed $5,250,000 and a larger final authorization in an aggregate amount not to exceed $25,250,000. Staff said the resolutions start a 20-day public comment period required before borrowing moves forward. The Board also authorized MTAS to codify and update the municipal code at a quoted cost of $4,800.
