ConVal board asks for cost–benefit analysis on proposed phone‑system replacement

Mark, the district’s technology lead, told the school board the district’s NEC phone equipment is approaching end‑of‑sale and that in‑house staff do not have the capacity to fully support a replacement.
“The phone system is a really critical piece of our infrastructure,” Mark said, noting the phones integrate with building PA systems and other safety functions. He recommended a managed service that would include vendor‑owned hardware and on‑site support to reduce downtime.
Board members pressed for numbers. Jim asked for a clear cost comparison over time, and other members requested a formal year‑0 and year‑5 cost‑benefit analysis that compares a managed service, a buy‑and‑maintain in‑house approach and leasing options. One board member estimated a managed‑service quote would cost in the tens of thousands annually and asked staff to break out lifecycle and staffing costs required if equipment were purchased instead.
Neil and Mark said the phone proposal had not yet been included in the approved budget numbers and that the district could either add ongoing support licensing to the current budget if a replacement did not move forward, or include the proposed phone expense in next year’s budget. Mark also said some existing licensing and support for the current system are not up to date and would require expenditure if the district delayed a full replacement.
The board asked Budget & Property to review the detailed cost comparisons and recommended the committee discuss the alternatives at its Dec. 2 meeting and report back to the full board. No formal vote was taken on procurement at this meeting.
