Lancaster ISD official outlines HB 3 targets, says district using NWEA MAP and new curriculum to boost math and reading

Dr. Barker updated the Lancaster ISD Board of Trustees on Nov. 20 about the district’s progress toward board-adopted HB 3 goals and the tools used to monitor student growth.
He told trustees the district’s targets include a 45% "meets" level for third-grade math, 50% "meets" for third-grade reading and a 90% cohort career- and college-readiness (CCMR) indicator. Barker said the district is using NWEA MAP assessments for baseline and progress monitoring; he explained that "meets"-level benchmarks are the primary measure for the HB 3 goals reported to the board.
Barker credited curriculum changes and instructional consistency as keys to growth: the district has transitioned to the Bluebonnet math curriculum to strengthen conceptual understanding, and administrators are conducting calibration walks — in-class visits designed to align staff on expectations, identify 'grows and glows,' and ensure Tier 1 instruction is strong across campuses.
"The biggest thing that we think will help us is consistency around strong Tier 1 instruction," Barker said, describing classroom-level practices and differentiation strategies that let students access the same curriculum at different instructional levels.
He said midyear benchmarks will be taken in January and that the district will continue to report progress against HB 3 goals at regular intervals.
