Members of the Master Plan Implementation Committee reviewed updates from planning and DPW-related items tied to the master plan.
Member staff reported that the town administrator applied for a MassDevelopment economic development strategy grant originally described as $100,000; committee discussion confirmed the town received the award and members later referenced a $94,000 figure when checking award details. The committee said the grant will be used to put together an economic development strategy and that the economic-development committee will participate in implementation.
The committee discussed open-space priorities and noted that the open-space residential bylaw remains tabled for pursuit in 2026; members also described work under way to inventory houses and cemeteries and to complete an ecological-sensitivity study and a historical-district inventory tied to those parcels. Member Rita said the inventory must finish before the ecological study and historical-district work proceeds.
Infrastructure items included an awarded bridge construction bid and a planned Complete Streets application and sidewalk project. Members said DPW Director Franklin Moniz updated the pavement-management plan and that the town was pursuing a $250,000 sidewalk grant application; conversation noted limited density‑bonus funds available locally (committee referenced about $350 in an account).
Committee members raised questions about a suite of large projects under review or paused. The Lakeville Country Club proposal was discussed as a substantially larger development than presented earlier—members cited a current figure of about 418 units and noted proposed changes to convert a full golf course to a nine‑hole layout and include age‑restricted (55+) units. Members expressed concerns about long‑term affordability, traffic and demand on schools and public safety and asked whether the town has ever modeled full build‑out population impacts; no definitive projection was provided at the meeting.
The committee set its next meeting for Jan. 26 at 6 p.m. and asked staff to prioritize master-plan follow-through items into the 2026 budgeting and work plan.
