Lancaster ISD asked trustees at the Dec. 3 work session to approve a request for qualifications (RFQ) to secure architectural services for a proposed on‑site health clinic located at 1105 West Ridge Avenue (the current Child Nutrition building).
Dr. Matthews and Eleanor Hairston presented the RFQ scope, which would cover facility planning, construction documents, construction administration, engineering coordination and city permitting. The presenters said 13 firms submitted qualifications for consideration.
Dr. Matthews told the board the clinic will provide on‑site primary care, preventive wellness, behavioral and mental‑health support and family engagement services to students and families, and that Foremost Health Care is the intended partner to operate services once facilities are complete. He said a community partnership grant allocated funds for architectural services so the cost of the RFQ work would be covered and that the grant mean a $0 net cost to the district for the planning and design services described.
Trustees asked who would occupy the facility; Dr. Matthews answered Foremost Health Care. No vote was taken at the work session; the RFQ and contract authority will be brought forward for approval at the regular board meeting.
What’s next: staff will proceed with the RFQ process and return a recommendation to the board for award and contract approval at a future meeting.
