Committee advances $6.96 million master contract for senior and community social services

The Healthy Human Services and Aging Committee voted Dec. 3 to advance awards on requisition 15957 totaling up to $6,955,043.10 for the Community Social Services master contract, effective Jan. 1, 2026, through March 31, 2028.
Marcos Cortez of Health and Human Services told the committee the master contract supports senior centers and community organizations that provide adult day services, transportation, meals, outreach and digital literacy targeted to adults 60 and over and adults 18–59 with disabilities. An RFP produced 36 responses; 32 contracts are being awarded.
Daphne James, social program administrator for the Division of Senior and Adult Services, said agency staff prioritized services with direct significance to seniors — food, adult development and transportation — when allocating funding under the budget cuts. She said the award pool is slightly larger than the prior contract overall and that historical service-delivery data from the past two to three years informed allocations so providers should not see a reduction in units delivered.
Committee members asked whether some centers that previously provided five days of meals might have to scale back; James said staff compared prior levels of service and historical spending and tried to distribute funds consistently across providers. "There weren't really massive cuts to any one provider," James said, and the department used historical data and site-level considerations to set allocations.
Chair Conwell moved the resolution to the full council under second-reading suspension; the committee approved the motion by voice vote.
The resolution lists awards to municipalities and providers 1–32; the committee record indicates three proposals scored below threshold and one vendor withdrew after award due to inability to meet requirements.
