Greene County commissioners approve $100,000 Cedarville grant, award water-service contract for jail demolition

The Greene County Board of Commissioners on Nov. 20 approved several routine and project-focused actions, including a $100,000 community improvement grant to the Village of Cedarville, a contract award to TBH Construction to relocate water service for an upcoming jail demolition, and the rejection of an over-budget bid for the county water plant.

A county presenter recommended awarding a $100,000 grant to the Village of Cedarville to help with cleanup and redevelopment of the former Morris Bean site on State Route 42, noting that Ready Electric has acquired the building. The board approved the grant and authorized the county administrator to sign the award agreement. "That board fully endorsed the recommendation of this board to award a $100,000 community improvement grant to the Village Of Cedarville," the presenter said.

The board also authorized up to $100 for an employee appreciation lunch for Job and Family Services staff, saying county staff fielded heavy workloads responding to recent SNAP system changes.

On procurement, the county awarded the Green Street water service contract to TBH Construction for $148,663, well below the $175,000 engineer estimate. County staff said the work will provide an alternate water feed so service running through the old jail can be disconnected to facilitate demolition. "This is step 1 in our jail demolition, the old jail demolition project," a presenter said.

Separately, officials moved to reject the single bid received for the Water Plant Headworks project after it exceeded the engineer's estimate by more than 20 percent; staff were directed to review the scope and estimate and re-advertise the work.

The board approved Change Order No. 1 for the Dayton-Xenia shared-use path, which removes a planned manhole and replaces it with a catch basin, saving about $475. The county also approved a $4,649.23 MBGT grant for Ross Township to fund skin patching and crack repair on Watkins and Pollen roads.

Appointments and routine governance items included reappointments to the Greene County Regional Airport Authority and the Greene County Convention and Visitors Bureau. Commissioners approved a resolution to close county offices on Dec. 26, 2025, because Christmas falls on Dec. 25, and approved a block of resolutions recognizing Beavercreek Chamber award recipients.

During commissioner comments, several members highlighted the recent ribbon cutting for the new jail and discussed changes at the state level that will affect property taxes, including measures described as capping inflationary growth in certain millage calculations and changes to how some levies are counted for the 20-mill floor. Commissioners noted both that the jail project was completed without a broad tax increase and that the county used some borrowing to finance parts of the project.

The meeting concluded after routine votes and commissioner remarks; no public comments were recorded.
