The Wheeling Plan Commission voted Nov. 19 to recommend a special-use permit for DGO Premium Services to operate a snowplow-contractor business at 952 Seaton Court.
Louis Alaguas, the commission secretary, introduced PSU25-002 and said the property is zoned I-1 (light industrial). Staff analyst Mister Robles told the commission staff recommended approval subject to eight conditions limiting outdoor storage, requiring that materials and equipment be kept inside, restricting repairs to petitioner fleet vehicles conducted indoors, prohibiting trailers and double parking, and capping the number of company vehicles parked on the site at seven with no more than five allowed to remain overnight.
At the podium, petitioner Luis said the family-run company, founded in 2011, provides commercial power-washing and municipal snow-removal contracts. He said the Seaton Court location would not store salt or de-icing materials on-site and that the business would keep most equipment and vehicles inside. "We have only the machines," he said, adding that during storm events operations may be 24/7 but that normal office hours are later in the morning.
Commissioners asked about vehicle counts, overnight storage and potential noise during storm call-outs. Luis said the firm operates about 11 vehicles total, typically stages trucks early in the morning, and generally stores equipment inside the building; he confirmed five company parking spaces would be used on the subject property.
Commissioner Meyer moved approval of the special use with the eight staff conditions; Commissioner Hyken seconded. Commissioners Meyer, Hyken, Ryals, Smart, Sprague, Carl and Chairman Johnson voted to recommend approval. Mister Robles told the petitioner the commission's recommendation will go to the Village Board on Dec. 1 for final action.
The commission's findings and staff conditions focus on mitigating noise, preventing outdoor storage of chemicals and limiting on-site fleet parking. The Village Board hearing is scheduled Dec. 1, when final approval will be decided.
