Davis County approves economic, parks and transportation agreements including arena naming rights

Davis County commissioners on Nov. 18 approved a package of economic development, parks and transportation agreements that county staff said will fund events, complete facility maintenance and advance several road projects.
Kent Anderson, director of Community and Economic Development, presented items 2–12, describing each agreement’s purpose, term and funding source. Highlights included a $12,000 payable to support the 2025 “Antelope by Moonlight” bike ride with Friends of Antelope Island and a $10,000 mural grant for the exterior of a new Antelope Island learning center. Anderson said the mural project’s total cost is about $100,000.
Anderson also described a ski‑bus partnership with the Utah Transit Authority funded by the voter‑approved Prop 1 sales tax — an agreement for $49,213 (noting partner contributions from Layton and Snowbasin that reduce the county’s net share). He brought forward several transportation reimbursements and interlocal agreements funded from third‑quarter transportation grant dollars, including: a $3,061,162 amendment with Farmington City (Main Street SR‑106 project), a $2,500,000 reimbursement agreement with Clinton City for a roundabout at 1300 North/1500 West, and a $1,528,263 reimbursement with West Point City for the 700 South widening (phase 2).
Anderson introduced a proposed naming‑rights agreement for the arenas at Western Sports Park with CommonSpirit (Holy Cross Davis). The county described the receivable as up to $2,000,000 beginning Nov. 18, 2025, with an initial payment profile of roughly $250,000 per year for 2025–2029 and a potential extension; county staff said details of logos and branding (Exhibit B) will return for final approval.
The commission moved to approve items 2 through 12 as presented; a motion and second were recorded and the commission voted in favor.
What happens next: county staff said they'll return to finalize branding elements for the arena naming agreement and will complete any outstanding controller reviews on property sale paperwork cited in the packet.
