CPRIT proposes temporary change to FSR review deadlines as new grant platform is adopted

CPRIT staff told the oversight committee they would seek permission to publish proposed amendments to Texas Administrative Code section 703.24 to align agency timelines with system and process realities.
Mister Ellis, presenting the administrative rule proposal, said internal audit work and discovery during the agency’s grant management system replacement showed CPRIT cannot reliably meet the Texas Grants Management Standards’ 21‑day deadline to notify grantees of deficiencies in financial status reports (FSRs). The proposed temporary amendment would: (1) commit CPRIT to making payment within 30 days of receipt of a complete and correct FSR; (2) make clear CPRIT cannot guarantee the 21‑day defect notification deadline under current systems; and (3) allow the CEO to waive timelines (for up to 180 days) with notice to the oversight committee and publication on CPRIT’s website and grant files.
Ellis said the agency is continuing process improvements, business‑process redesign and the transition to a modern grant management platform, which he said will provide the data needed to define permanent timelines. Committee members asked about resource constraints, the expected timeline to get data from the new platform and how the change would result in timelier payments. Staff explained improved prioritization, clearer expectations and fewer forced resource shifts would allow the agency to process straightforward FSRs and pay grantees more quickly while complex reviews are conducted.
The oversight committee voted to publish the proposed changes in the Texas Register as the first step in rulemaking; further revisions and a final rule will follow after public comment, business‑process redesign and data availability from the new grant management system (anticipated to be implemented in the 2027 timeframe).
