Wheeling board forfeits Moe's licenses, approves Bonnie’s gaming cafe with conditions

WHEELING — The Village of Wheeling declared the liquor licenses held by Moe's Cafe Inc. at 31–33 North Elmhurst Road forfeited and later approved a special-use authorization and conditioned liquor-license approvals for Bonnie's Gaming Corp. to operate a video-gaming cafe at the same address.
Liquor-license forfeiture: Village staff told the Liquor Control Commission that Moe's had been closed for more than 60 days and that the municipal code requires elimination of inactive licenses before the village may consider issuing a new license at the same address. The commission moved and approved the forfeiture.
Applicant and conditions: Bonnie Singer, the applicant, told trustees the proposed hours on her submittal were 9 a.m. to 2 a.m., and that she would follow village rules for allowable hours. Staff outlined conditions for the village-board approval: payment of all applicable fees, submission of a certificate of liquor liability insurance, submission of BASSET (alcohol training) certificates for applicable employees, satisfactory background checks, passage of an ordinance authorizing the new license class, and receipt of required permits from community development and the village sign authority.
Bonnie Singer said, "This is my one and only," and described herself as an independent owner who jumped at the opportunity when the space became available. Staff and the plan commission also required that the kitchen area be rendered unused and that only prepackaged food be sold; signs and exterior work must be permitted before installation.
Board vote: The village board moved and approved the special-use request with conditions; the roll call recorded two 'No' votes (Trustee Rosato and Trustee Vogel) and otherwise approved the measure. The Liquor Control Commission had previously approved the conditional liquor-license steps.
Next steps: Staff said compliance with the listed conditions (fees, insurance, employee certification, background checks, building and sign permits) is required before issuance of the license and any interior/exterior work may begin.
