County and NJSBA delegates brief board on resolutions and PILOT revenue concerns

At the Nov. 19 meeting, NJSBA county delegate Sharon Shuler and Middlesex County SBA delegate Thomas Thornton provided liaison reports covering advocacy proposals and county education issues.
Sharon Shuler summarized three items she expects to vote on at the upcoming delegate assembly: a Delran proposal updating bylaws regarding criminal history advocacy, a Clinton-Clifton resolution advocating for preschool breakfast and lunch availability, and a Bridgewater-Raritan proposal to allocate equitable instructional time to STEM in elementary and middle schools. Shuler said the resolutions would shape New Jersey School Boards’ advocacy platform and would not change state law.
Thomas Thornton reported on county meetings and pending legislation, including bills related to PILOT (payments in lieu of taxes) revenue sharing. Thornton said current PILOT practice routes almost all PILOT money to municipalities and that some proposed bills would affect how PILOT funds are shared with school districts; he described this as a significant issue for school funding.
Both delegates said they will update the board after the delegate assembly and legislative committee meetings.
