The Wheeling Plan Commission on Dec. 3 voted to recommend that the Village Board consider a special-use permit for Ottoman Club, a boxing and fitness instruction facility proposed at 638 South Wheeling Road.
Petitioner Julian Mokayluk, who said he represents Ottoman Club, described plans to offer boxing, kickboxing, box-fit and MMA conditioning with a focus on safety, youth development and small class sizes. "We are planning to operate some community focused boxing and fitness clubs that offers boxing classes, kickboxing, box fit, and also MMA conditioning," Mokayluk said after being sworn in.
Staff framed the request as a routine special-use review under Title 19 of the Wheeling Municipal Code and recommended conditions intended to reduce potential impacts on neighboring properties. Staff read conditions that include requiring a minimum of one employee on site during business hours, limiting the space to boxing and fitness training (no unrelated parties or events), requiring activities to be conducted entirely indoors, and requiring a Wheeling sign permit prior to any exterior signage.
Commissioners asked about trainer certification, class ratios, age ranges and whether there would be sparring or matches. Mokayluk said trainers are certified and that classes would generally cap at about 12 students and begin at age 8. He told the commission the business would focus on evenings and would not host late-night activities.
After questions the commission moved and approved the recommendation by roll-call vote; staff noted the item will appear on the Village Board agenda on Dec. 15 for final action.
What happens next: The Village Board will review the commission’s recommendation and the conditions on Dec. 15, 2025. Any final permit and business-license approvals will be processed through the Community Development Department.
