Greene County commissioners approve transfers, project advertisements, reappointments and set new Dec. meeting date

The Greene County Board of Commissioners on Oct. 9 approved a series of routine but consequential administrative actions, including appropriation transfers, project advertising authorizations, a township road grant recommendation and appointments to the county transit board.
Finance staff described several transfers and reappropriations. The record shows a $1,700,000 transfer tied to increased placement costs and a $7,500,000 reimbursement grant being reappropriated into the related project account; staff said the county will continue to reappropriate cash into project accounts as projects advance. Commissioners approved the transfers by voice vote.
The board authorized county staff to advertise an invitation to bid for a new water service to 69 Green Street so the county can disconnect the existing service that currently serves the jail and proceed with demolition. Staff told commissioners the demolition grant cannot be used to pay for the new water service, but the county will use matching funds that were broken out during the transfer process to account for the expense.
Separately, commissioners authorized advertising for a headworks component of the county’s water-plant project, described as roughly 100 linear feet of 16-inch ductile-iron pipe, valves and a pressure/vacuum relief. Staff said the county is breaking that work out of a larger contract to avoid change-order overhead and profit.
For Silver Creek Township, staff reported a local road-repair project on Hauguy Road (the meeting record also references that name as 'Hawkeye Road') with a total project cost of $11,000; county engineers recommended $2,850.61 toward the work, and the board voted to approve that recommendation.
The board moved and approved reappointments of Blanche Casey and Woodrow (transcript also shows 'Woodward') Stroud to the Greene County Transit Board for terms beginning Nov. 1, 2025 and running through Oct. 31, 2028.
Commissioners also agreed to move the regular December meeting from Thursday, Dec. 4 to Tuesday, Dec. 2 at 9 a.m. because several members will attend the County Commissioners Association of Ohio winter conference.
A motion to enter executive session for a conference with legal counsel concerning pending or imminent court action under Ohio Revised Code §121.22(G)(3) was made, seconded and approved; no action was anticipated after the executive session. The board returned to open session and adjourned, noting a work session would follow in about ten minutes.
