Greene County approves routine infrastructure, contract and funding actions including transfers, reimbursements and electric supply authorization

The Greene County Board of Commissioners on Oct. 2 approved a set of routine administrative, infrastructure and contracting actions presented by county staff.
Board members approved transfers to water repair and sewer repair funds to cover unanticipated main breaks and equipment failures. County staff told the board that aging infrastructure and an unusually high number of failures this year exhausted appropriations and that the requested transfers would cover emergency repairs.
The board established Fund 2010 as a non‑interest bearing fund to receive proceeds from a rural Ohio tax pilot program that will benefit Greene and Soine Hospital. Staff explained that making the fund non‑interest bearing directs any interest earned to the general fund rather than the pilot fund.
The board declared certain county personal property surplus as part of the sheriff’s office move and authorized sale via govdeals.com or disposal. Commissioners also approved a 100% release of the performance bond for the sanitary main extension on Kemp Road.
On road and drainage matters, the board approved Beavercreek Township’s request to participate in culvert installation reimbursement on Dunham Drive and Ankeny Road: total project cost $14,380.67 with a recommended county contribution of $2,985.40. Commissioners also authorized the county engineer to enter a Local Public Agency agreement with ODOT for resurfacing Dayton‑Xenia Road from Trabon to the city of Xenia.
Regarding an electric generation supply agreement, staff said market pricing changed from 9.33¢ to 9.36¢ on refresh and asked reauthorization to sign at the updated price; the board authorized the county administrator to execute the contract. As one staff member put it, "it's such a volatile market they will not have pricing more than 24 hours." The board approved that authorization.
All items were moved, seconded and approved by the board during the meeting.
Next actions: county staff will implement the transfers and contract signings, track proceeds from surplus sales, and proceed with ODOT LPA paperwork.
