Council committee advances updated planning MOU with Lancaster County to full council

Councilor Craig presented Administration Resolution 81-20-25 and an associated Memorandum of Understanding updating a 2016 agreement between the City planning department and Lancaster County. City staff said the updated MOU formalizes an expedited process for minor subdivision and land development plan review: county staff will accept some minor plans for a 15‑day expedited review (rather than the usual 30 days) and the fee for expedited county review will be half of the regular county land development fee. The MOU also allows county staff to accept certain minor plans without convening the Lancaster County Planning Commission, which staff said will save time for applicants and reduce staff workload.
Councilors asked questions and, after discussion, the community planning committee moved the resolution to the full council on Dec. 9 for consideration.
