The Village of North Aurora Board of Trustees voted unanimously Oct. 20 to approve an easement with East River Center that will realign the driveway into the villages nearly completed public works facility and to authorize up to a $100,000 potential increase to the project's guaranteed maximum price (GMP).
Steve, a village staff member, told trustees the project is managed under a GMP contract with Frederick Quinn Corporation (FQC) and that "all $19,000,000 worth of the guaranteed maximum price is with Frederick Quinn." He said the GMP was originally about $18,966,000 with a contingency of $846,740 and roughly $550,000 remaining.
The easement will permit the village to pave a new access drive on East River Center property, remove a small remnant island and relocate an existing sign to improve traffic flow from Illinois Route 56, a roadway controlled by the Illinois Department of Transportation (IDOT). "We are paving that driveway access, and then we are removing that remnant piece that is in between the two dark gray areas here," Steve said while describing the plan to adjust the approach and align it with the village parking lot.
Because FQC will solicit pricing from on-site contractors and perform the work as a change order to the existing contract, FQC asked for assurance the village would cover any overrun caused by the access work. The board was asked to grant authority to raise the GMP by up to $100,000 if necessary to cover such a shortfall. Steve said project managers do not expect to exhaust the remaining contingency and that underground conditions late in projects can surface unexpected costs.
Trustees moved and seconded approval for both items. The easement agreement (Item 1) and the authority to increase the GMP (Item 2) each passed on unanimous roll-call votes by the trustees present.
