Board members reviewed a resolution to take the next step toward allowing Bloomsbury to join the North Hunterdon‑Voorhees Regional High School District and to submit a feasibility study to the Department of Education for review.
Vito Gagliardi, special counsel to the Bloomsbury Board of Education, told the board his firm prepared a feasibility study and will present that study and the district's resolution to the commissioner's office and county officials if the board advances the resolution. He said the feasibility study forecasted a minimal net tax impact on the regional district as a whole and explained that any capital‑project liabilities and ownership would change if Bloomsbury became a constituent member. "The net impact is minimal," Gagliardi said, noting the small graduating eighth‑grade class in Bloomsbury and the way apportionments are calculated by the county office.
Board members asked whether the public ballot would include tax impact information and how representation would be handled. Counsel said an explanatory statement typically accompanies a ballot question and that the county office performs the apportionment calculations in advance of an effective date so voters know the timing and likely effects. If voters approve the change, the county office would compute any change in vote weights and representation before the effective date.
The board discussed timing considerations for a referendum and whether it would appear on a November ballot or at a special election; counsel said the timing can vary and the county office and commissioner's office would be consulted to determine the best schedule and to ensure voters receive explanatory materials.
