NORTON — The Norton City Council unanimously adopted the 2025 comprehensive plan update on Dec. 1 by approving Ordinance 1 0 9 20 25.
Council President (Speaker 4) presented the ordinance as an updated comprehensive plan reflecting the city’s desired future land uses and policy changes. Planning staff, identified in the meeting as Mister Lowery (Speaker 10), told council the comprehensive-plan adoption is typically “phase 1” and that the subsequent zoning-code rewrite that implements the plan often takes longer — staff estimated 12 to 18 months for the zoning update and cautioned not to expect zoning adoption until early 2027.
Council members thanked approximately 19 volunteers and OHM (the engineering firm) for their contributions to the update. Speaker 3 publicly thanked the volunteers and OHM for guiding the process. After brief questions, Speaker 4 moved to adopt Ordinance 1 0 9 20 25 and Speaker 3 seconded; the clerk recorded a unanimous roll-call yes vote.
The adopted comprehensive plan sets the city’s broad land-use goals; staff and council indicated the next steps include public engagement on zoning changes, phased code drafting, and further meetings to finalize implementing regulations.
