Staff recommended denial because the proposed rezoning does not align with the county’s joint comprehensive plan, which designates the area as agricultural preservation, but the applicant, Tyler Chapman, said the intent is to subdivide one lot to provide land for his daughter and that nearby parcels already include AR‑3 zoned acreage.
Opponents including Bill Beard and Mark Costello spoke in opposition. Beard said the area is typically larger-parcel rural land and warned the rezoning could set a precedent that would encourage further subdivision. Costello raised practical concerns about topography, access, CUVA (Conservation Use Valuation Assessment) implications, and septic/well siting if additional lots are created. Chapman replied he had no present plan to develop beyond creating a lot for family use and cited nearby rezonings as precedent.
Commissioners discussed the comprehensive plan’s minimum lot-size guidance and whether approval would be consistent with long-term land-use policy, noting that any final decision will rest with the Board of Commissioners. After discussion the commission voted to recommend approval and will forward the record to the Board of Commissioners for final action.
