Commission approves several rezones, denies one contested request after public testimony

The Oconee County Commission considered several land‑use cases on Dec. 2 and approved two rezone petitions while rejecting a third following public testimony.
Staff presented rezone P25‑0200 (Wallace and Lauren Miller) — a revision to conditions of a prior 4.45‑acre rezone at 1040 Bridalgate Drive — and recommended conditional approval with two specific conditions addressing setbacks; the board voted to approve the request.
The board also approved P25‑0205 (Oconee Office Partners LLC), which seeks to raise the total permitted building area from 86,000 to 105,000 square feet for multiple parcels in the regional center. Staff recommended approval subject to ten conditions, including facade material standards, sidewalk connections, restricted points of vehicular access and confirmation of private sewer certification prior to certificates of occupancy.
A contested case, P25‑0209 (Meredith and Ronald Chapman), sought to rezone 6 acres at 1810 Elder Mill Road from AG to AR‑3 to create two lots. Staff recommended denial as inconsistent with the comprehensive plan’s agricultural preservation character and minimum lot size expectations. Applicants and supporters said the split would allow a daughter to remain in the county; adjacent landowners raised concerns about topography, driveway configuration and preserving large tract character. The board’s initial motion to approve failed (the chair recorded a no), and a subsequent motion to deny carried; the rezone was denied.
The board approved special use P25‑0233 for Briarwood Baptist Church to clarify a prior parking/landscape condition along Robin Hood Road; staff recommended conditional approval and the planning commission had recommended the same.
All motions were acted on during the meeting and carried or failed by voice votes; the commission did not expand the record beyond staff presentations and public testimony.
