Oregon City Planning Commission approves two emergency annexations to allow sewer hookups for failing septic systems

Oregon City Planning Commission on Nov. 24 voted to approve two emergency annexations that will bring 19717 Leland Road and 19530 South Central Point Road into the city so property owners can complete sewer hookups after failing septic systems.
Staff told commissioners both properties had already been connected to city sewer as a life-safety measure and that annexation is the administrative step that brings the lots fully into city limits. Staff said no zone change is requested and both sites would remain in the FU-10 (future urban 10-acre) holding designation for now. Staff listed estimated fees of about $19,006.60 for the Central Point property and about $20,008.34 for the Leland Road property.
The staff report explained the emergency annexation pathway: the city allows the sewer connection and inspection to proceed to avoid a public-health hazard, then the property owner files an annexation application; after annexation the property is administratively annexed into Tri-Cities Sewer District. Staff recommended withdrawing territory from certain county service districts and recording a covenant acknowledging that any future development must comply with city code until a zone change is approved.
Property owners for both parcels attended the meeting (one in person, one by Zoom) and confirmed they wanted annexation so they could finalize permits. Commissioners asked staff to confirm timelines and whether the administrative steps (Tri-Cities annexation, utility adjustments) were in place. Staff said the city had coordinated with public works and that a tentative city commission date to consider the annexations is Dec. 17.
A motion to approve GLUA250017 / AN25001 (emergency annexation for 19717 Leland Road) passed on a roll-call vote after being moved and seconded. A second motion to approve GLUA250035 / AN25002 (emergency annexation for 19530 South Central Point Road) also passed on a recorded roll call. The planning commission’s approval is a recommendation that moves these administrative annexations forward to the City Commission.
