Residents and nearby business owners urged the Davenport City Council on Dec. 3 to reject or further study a proposed citywide rezoning to allow 'wholesale establishments' as a permitted use in the C‑3 commercial district.
At the second consideration for ORD 25‑03, Judith Lee said the applicant, Leverage Holdings LLC, and its managing broker appeared likely to benefit from broad rezoning that would permit large warehouses and fenced storage across Elmore and Kimberly corridors. Lee asked for a detailed traffic study, noise and vibration analysis and an estimate of increased road‑repair costs before council acted.
Council members questioned whether the C‑3 overlay district and design review mechanisms already limit the kinds of warehouse or heavy‑truck uses Lee described. The chair noted planning and zoning had unanimously recommended the change and stressed the special‑overlay district on 53rd and Elmore carries additional design oversight.
No vote to approve the rezoning was recorded at the meeting; council left the item on the discussion calendar for further consideration.
