Two companion petitions seeking to establish a five‑unit tiny‑home community at 1412 Hephzibah McBean Road (Z‑25‑44 and SC‑25‑14) were presented and then postponed for 30 days after staff found the project inconsistent with parts of the 2023 comprehensive plan and flagged ordinance deficiencies.

Planner Amanda Cruz summarized the application, saying the conceptual plan proposes five container‑style tiny homes (200–400 sq ft) and features such as a village green, bicycle parking and a shared amenity area. Cruz noted the property is not served by sewer and that the proposal does not fully document required setbacks, the village‑green acreage or stormwater provisions; staff recommended denial but commissioners suggested the applicant could remedy deficiencies.

Shade Kang, the applicant, described a nonprofit‑driven transitional housing model intended to help low‑income families and said she would pursue septic and water solutions and coordinate with Augusta Water. Commissioners asked the applicant to obtain an assessment from the Richmond County Health Department and to address zoning‑ordinance checklist items.

Commissioners voted to postpone both the rezoning and the special‑exception petitions for 30 days to allow the applicant to obtain health‑department input and shore up compliance with tiny‑home provisions and engineering concerns. The applicant agreed to the deferral.
