Manager Robinson reiterated that the city has not conducted a comprehensive classification and compensation study in about ten years and recommended engaging an outside consultant to review positions, internal and external comparators, and pay scales.
Council action: Councilmember Brigham moved to approve the proposal by Vitrano Consulting to conduct the organizational classification and compensation analysis in an amount not to exceed $52,000, authorizing the director of human resources to sign agreements and the assistant city manager/finance director to amend the budget and transfer funds from contingency or fund balance as needed. The motion was supported and approved by roll call (all present 'Yes').
Scope and limits: The consultant will examine each position against internal and external market cohorts; council asked whether elected official compensation would be included and staff said that would require a separate contract request if requested.
Next steps: Human Resources will execute agreements with Vitrano Consulting and return any budget amendment documentation to council as required.
