The Waukee City Council voted to approve a resolution authorizing execution of a third amended and restated agreement with the Des Moines Metropolitan Wastewater Reclamation Authority (WRA).
City staff summarized key elements of the amendment: an increase in the WRA's overall debt limit (staff cited a figure of 975,000,000 in the presentation), governance changes to allocate board membership based on population bands (one representative per approximately 65,000 residents, with larger cities allowed up to three representatives), and a shift to allow weighted voting based on wastewater flow rather than population for certain votes. Staff said the amendments also create a standing finance committee, identify associate-community provisions, and propose separation in reporting for the WRA director (director to report directly to the Des Moines city manager under the amended terms).
Staff noted the WRA has managed more than $500,000,000 in capital projects and that the board approved the form of the agreement in November; the amendments were presented for council approval with the intent that the updated agreement would be ratified by member agencies and operate beginning Jan. 1, 2026, if approved by all parties.
