Council continues discussion on solar farm zoning and hears developer pitch to permit wholesale uses in C-3 districts

Alderman Gripp presented a second-reading ordinance (ORD25-02) proposing zoning changes related to solar farms, and Alderwoman McGinnis said she still had concerns about broader regulatory implications and asked staff to provide more information before third consideration in December.
Separately, Tom Pasternak, attorney for petitioner Leverage Holdings LLC, asked the council during first consideration of ORD25-03 to amend Chapter 17.08 to allow wholesale establishments as a permitted use in the C-3 zoning district and to add principal-use standards. Pasternak said retail is “languishing” and that allowing wholesale establishments could help stabilize and re-energize C-3 commercial districts.
Council also approved by motion placing the final plat for Jersey Farms Commercial Park 5th Addition — submitted by Elmore Storage LLC and represented by petitioner Thadden Hartog — on the consent agenda to move forward.
Council did not make final votes on the zoning ordinance changes; staff was asked to provide additional information and any council members contemplating amendments were urged to submit them prior to third consideration.
