Robinson council members spent the bulk of their meeting debating whether to replace aging outdoor warning sirens or push residents toward phone-based alerts.
Mayor (unnamed in transcript) opened the discussion by noting the city has two sirens that are effectively inoperable and that a full system of about 17 sirens would cost roughly $3,000,000. "We have the two sirens. We need 17. The 17 cost $3,000,000," the mayor said, framing the fiscal constraint for the council.
City staff and councilors described Everbridge, a reverse-9-1-1-style phone notification system, as a lower-cost alternative to broad capital expense. "Everbridge notifications about tornado warning Robinson, Texas," Craig said, recounting that the system pushed him an alert while traveling and that it can reach residents anywhere. Council members noted about 2,200 residents are currently signed up out of roughly 5,400 utility customers and urged greater outreach to increase adoption.
Staff offered narrower cost options for council consideration. A staff presenter said replacing just the two existing sirens and control equipment to restore two working sirens would be in the neighborhood of $190,000 (about $90,000 per unit) plus roughly $8,000 a year in maintenance, and that the city's existing siren parts are obsolete.
Council members said sirens are most useful for people who are outdoors but may not reliably reach residents inside homes or cars, and raised concerns about public confusion when neighboring jurisdictions activate different systems. Members discussed distributing weather-alert radios to residents without cell phones, targeted social-media outreach to boost Everbridge enrollment, and whether it would be prudent to retire the inoperable sirens after building phone-based capacity.
Rather than make an immediate capital commitment, the council directed staff to return with options: estimated costs for different numbers and placements of sirens, the potential population served by those configurations, cost to remove or replace the existing poles, and a plan for targeted Everbridge outreach and weather-radio distribution. The council also asked staff to provide pricing and siting scenarios for a smaller number of higher-coverage units.
The council made no final funding decision at the meeting; staff will bring back the analysis and outreach results at a subsequent meeting.
