Delray commission appoints advisory members, advances ordinances and sets next steps for visioning

Ordinances: The commission approved second readings and public hearings for several ordinances, including amendments to land-development procedures and an ordinance memorializing collective-bargaining terms that extend the Deferred Retirement Option Plan (DROP) from five to eight years and require a 3% contribution to the pension trust for participants in excess of 60 months. Staff noted the ordinance simply codifies terms already approved in the bargaining agreement.
Visioning participants: Commissioners debated whether the upcoming visioning engagement should include only residents or also business and nonprofit representatives. Several commissioners favored resident-only participant lists for the visioning exercise; others argued for including representatives from local business groups. The commission agreed to finalize nominee lists and appoint 15 participants (plus alternates) at the next meeting.
Nonprofit funding agreements: Staff reported it has drafted one-year form agreements to govern nonprofit funding and will place finalized agreements on the Dec. 8 consent agenda. The City Manager committed to meet with nonprofit leaders to clarify expectations and performance measures.
