Staff said the change mirrors workforce and technology center funding formulas and is not intended to lock the department into a single calculation method but to provide administrative flexibility. The proposal also includes a published estimate ("about 20,000 and some change") and agency staff said fewer than a dozen out-of-district secondary enrollments happen in a typical year among the roughly 24,000 students the system serves.
Chapter 20 edits add language to permit a program teaching assistant'pathway toward industry-specialist certification for teaching assistants who are closely engaged in instruction and possess required experience; approvals would still require sign-off from the technology center administrator. The notices of intent are expected to be published in the Oklahoma Register on Dec. 1, after which public comment will be solicited and a public hearing scheduled.
