Oshkosh Plan Commission voted Dec. 2 to recommend approval of targeted amendments to the city zoning ordinance intended to expand options for single‑ and two‑family properties to build vertically in denser urban neighborhoods, update stormwater imperviousness ratios for commercial and industrial properties, and reduce certain freestanding sign setback requirements in select districts.
Staff framed the three priorities as short-term updates to reduce the number of plan development exceptions needed for common requests and as preparatory steps for a later comprehensive rewrite of the ordinance. The building-height amendment would allow additional vertical development in compact districts while keeping neighborhood-scale character protections through exterior design standards and building-plan review.
Commissioners asked about process and frequency of code updates; staff said the city has tended to perform these targeted changes periodically since the 2017 rewrite and that the selected three topics were those generating the most volume of requests. There were no public speakers on the item.
The Plan Commission adopted the staff findings and recommended approval by roll-call vote (9-0). The recommendation moves next to Common Council for final action.
