The Hopewell City Council took a series of procedural actions Monday, approving appointments from closed session and several administrative items.
Council appointed Stephanie Day Dayberry to Keep Hopewell Beautiful and Shira Fuller to the Hopewell Redevelopment and Housing Authority; the motion (moved by Councilor Rapoli and seconded by Vice Mayor Joiner) passed on roll call.
Council also directed the city manager to send a letter in support of Hopewell Public Schools’ application to the Virginia Board of Education School Construction Assistance Program in substantially the form presented; that motion (moved by Councilor Day and seconded by Councilor Ellis) carried on roll call.
The council opened and closed a public hearing on codifying Parks & Recreation fees for 2026–27, adding administrative fees (returned check/chargeback recovery and a rental cancellation fee). Vice Mayor Joiner moved adoption and Council approved the fees on roll call.
The meeting included a consent agenda that passed without objection and an item noting the city will close on a $15,000,000 bond with an expenditure list tied to previously adopted ordinances and resolutions.
