Plan Commission backs annexation to permit West Furno Avenue extension

Oshkosh Plan Commission voted unanimously Dec. 2 to adopt staff findings recommending a direct annexation by unanimous approval of approximately 2.36 acres from the Town of Oshkosh to the City of Oshkosh. The annexation covers four parcels and two outlots on the west side of the 3100 block of Jackson Street and is intended to permit the dedication of right-of-way for an extension of West Furno Avenue, staff said.
City staff told commissioners the parcel configuration is roughly a quarter-mile long and about 80 feet wide and that the city recently acquired small corner pieces at Jackson Street and Furno Avenue. Dedication is planned for January 2026 and construction of the street is scheduled for 2026. Staff said the annexation complies with Wisconsin statutory requirements for unanimous annexation and will not create a town island; the request is under review by the Wisconsin Department of Administration's municipal boundary review.
Commissioners asked technical clarifying questions about which lots were included; staff confirmed the blue-outlined corridor for Furno Avenue (lot 2) was the only portion under consideration and other town parcels to the north and south would remain town property unless owners petitioned for annexation. There were no members of the public to speak on the item.
The Plan Commission adopted the staff report and recommendations by roll-call vote (9-0). The recommendation will be forwarded to the Common Council and to state review as required by state procedure.
