Pryor Creek council approves bonuses, hires and local contracts in consent and addendum votes

The Pryor Creek City Council on Nov. 18 approved a package of personnel and procurement actions during its consent agenda and addendum.
Employee bonus: The council approved a one-time bonus equal to 1.5% of each employee's annual base pay for employees hired before Nov. 1, 2025, to be paid Dec. 12, 2025. The total cost of bonuses was capped at $83,000 and will be paid from the city's general unallocated reserve; elected, temporary, volunteer and reserve employees were excluded. Council members clarified the bonus applies to both part- and full-time employees.
Hires: Council voted to hire Donald Leonard as deputy court clerk (range D step 1), effective Nov. 19, 2025, to fill a vacancy. The council also voted to hire Christian Fogelman as a patrolman for the Pryor Creek Police Department (range J step 2), pending pension board approval. Council members noted Fogelman is certified and will not require academy training.
Contracts and procurement: The council accepted Trammell Family Lawn Care's bid of $2,385 to abate property at 114 North Whitaker (nuisance-abatement work). During consent-agenda processing members initially approved a bundle of items, then reconsidered and pulled item E for correction before voting on the corrected bid. The council also declared a list of Prior/Pryor Creek Police Department units surplus for sale on the Purple Wave auction site, citing the vendor's national market; staff said Purple Wave provides a broader buyer pool than a local auction. A hotel/motel grant of $250 for 'Santa's Christmas Village' on Dec. 6 was approved; one council member abstained from that vote.
Other: Council authorized the mayor to pursue consultations regarding a city-hall roof assessment with a not-to-exceed amount of $5,000 for in-depth inspections and consultation.
