Council separates one weed-abatement charge, approves nuisance assessments and a $973,576.98 natatorium pay application

Oskaloosa — During its Nov. 17 meeting the City Council separated one property from a special-assessment action for weed cutting, approved an emergency nuisance-abatement assessment, and approved a $973,576.98 pay application tied to the YMCA natatorium.
At the weed-abatement public hearing, Wayne Miller representing Rental Rebuilds said the company acquired a distressed property after the mowings occurred and asked for leniency on fees, stating, "Rental Rebuilt did not own this property at the time that all these mowings happened" and that his ownership closed 09/22/2025. Council agreed to remove the Rental Rebuilds parcel from the batch assessment for separate consideration.
On the nuisance-abatement item (813 South 12th Street), staff explained that emergency abatement was performed Aug. 26, 2025 after a follow-up showed 8-foot-tall vegetation and a garbage pile; the city contracted for mowing and debris removal and council approved levying the abatement as a special assessment per published notice.
Council also approved pay application No. 4 in the amount of $973,576.98 to Carl A. Nelson Company for natatorium construction; staff said the application was reviewed and signed by the architect (SVPA) and included general conditions, pool basin work, coatings and shoring. Later in the meeting staff provided a construction update noting concrete pours scheduled into February and steady subcontractor activity.
Separately, council approved a funding and conditional assignment agreement with the Mahaska County YMCA tied to the broader Early Childhood Education and Recreation Center project; one council member recorded a 'no' vote while the motion carried. Council heard questions about the reference to a $7,000,000 charitable contribution in the agreement; staff and legal said the matter had been discussed previously in closed session and that attorneys for YMCA and the city have been coordinating on final terms.
Next steps: staff will address the separated Rental Rebuilds assessment in a subsequent action, proceed with the approved pay application, and continue to report YMCA construction progress to council.
