The Lewiston City Council on Nov. 24 approved RFQ-26-002, awarding 30 professional services master agreements to create a consultant roster for engineering services for fiscal years 2026–27, City Attorney Jennifer Tingano said.
Tingano explained the roster process under Idaho Code 67-23-20 and said the city solicited qualifications, reviewed submissions, and ranked firms based on demonstrated competence; price is negotiated per project after selection. "Under Idaho code 67-23-20," she said, the roster lets cities pre-qualify firms so public projects can proceed efficiently while meeting statutory fairness and transparency requirements.
Councilor Speickelmeyer asked whether the city had sufficient local firms on the list and said keeping dollars local was a priority. Tingano replied that firm corporate headquarters may be outside Lewiston even if they maintain local branches, and that the primary selection criteria are qualifications and competence rather than corporate address.
The motion to approve the roster passed; multiple councilors voiced aye responses and one councilor registered a nay.
The roster will be used to select engineering firms for projects expected to exceed $50,000 and to negotiate master services agreements for project-specific scopes and prices, Tingano said.
