Milford board members approved a special permit with coastal area site-plan review for 16 Caroline Street, permitting a new elevated single-family dwelling the owner said will be built on piles and meet DEP and city-engineer requirements.
Owner Maurice "Sonny" Rugieri said the prior dwelling was demolished and the proposed new home would be elevated on piles (helical piles) at about an 11-foot elevation with an overall height of roughly 35 feet; the design includes a two-car garage and drainage measures, including piping and a dry well. Staff said DEEP has granted a license for work within state jurisdiction and the city engineer reviewed the plans and recommended clarifications and conditions.
A motion to approve the special permit was made and then amended to condition approval on adherence to the City Engineer’s Letter dated 05/15/2025; the mover accepted the amendment and the board voted to approve the permit with that condition.
The approval allows the owner to proceed subject to the city engineer’s recommended corrections and any additional conditions noted on the record.
