Melissa Quayton, introduced by the presiding officer as the presenter for item 8, delivered the city’s monthly financial report for October and described several indicators of near‑term revenue strength.
“Three interfund transfers for the month of October. That total was $7,500,” Quayton said during her presentation, and she told the council total interfund transfers for the year were $30,004.15. Quayton also reported payroll tax revenue for October came in above budget and noted a 6.51% increase in equivalent payroll year over year.
Quayton walked the council through department spending rates and fund percentages, saying the general fund was about 32.54% spent year to date and the unassigned cash fund balance equaled 39.9% of the adjusted operating budget. She highlighted that municipal road aid and the capital fund were running with higher expenses than revenues year to date and cautioned that some month‑to‑month increases (including insurance premium tax receipts) may reflect timing differences rather than sustainable gains.
Council members did not ask follow‑up questions that changed budget direction, and the report was accepted as presented. Quayton offered to answer questions after the presentation.
The report included the following notable line items reported in the presentation: interfund transfers for October $7,500; year‑to‑date interfunds $30,004.15; payroll tax revenue above budget with a reported 6.51% equivalent payroll increase; unassigned cash fund balance at 39.9% of the adjusted operating budget. Several specific dollar totals in the transcript were unclear or garbled; the figures above reflect items the presenter read clearly on the record.
