Council tables Memorial Field master plan to allow school-board review

The council received a presentation on a recommended master plan for Memorial Field and voted to table final action to allow the full Concord School Board to review the proposal. Consultants described a layout that reorients the track to the southwest corner near Trinity High School, relocates two softball fields, adds a 14-room field house, new maintenance and concession buildings, and expands on-site parking by about 180 spaces.
Consultant cost estimates presented the concept-D construction cost at just under $32,000,000 and a separate $1,200,000 estimate for final design and permitting. Eric Gerard, a civil engineer on the project team, explained a phased approach that would place the new track and associated parking in Phase 1 and move other facilities into later phases to enable continued use of existing fields during construction.
Councilors requested a utilization addendum showing current field use and functionality; staff confirmed that materials, presentation videos and deed records are available on the city website. The full school board was scheduled to see the plan on Dec. 3, and the council voted by voice to set a Dec. 8 public hearing and table the item until then so both bodies could align on concept and funding shares.
Pending actions include the school board’s review on Dec. 3 and a return to the council on Dec. 8 for a public hearing and possible appropriation vote.
