Hopewell council unanimously denies Kingman Street conditional-use permit over neighborhood concerns

The Hopewell City Council on Tuesday denied a conditional-use permit for a two-story single-family dwelling on a nonconforming lot on Kingman Street, voting 7–0 to reject the application. Planner Ward had recommended approval, but the city’s planning commission had recommended denial by a 4–1 vote.

Planner Ward described the property as a nonconforming R-2 parcel (Lot 0141252) and said the proposed 1,456-square-foot, two-story house would meet district setbacks despite being slightly larger than nearby homes. An adjacent neighbor, Robert Cutler, told council the lot is "entirely too small" and said the proposed house would be out of character for the block.

Vice Mayor Joyner moved to deny the permit; Councilor Ellis seconded the motion. Council members who spoke said the application raised concerns about scale, driveway placement and neighborhood character that the planning commission had identified. The motion to deny passed on a roll call vote of 7 to 0.

Because the planning commission and neighbors opposed the proposal, council members said the decision reflected local context rather than a policy against new construction. The applicant was not present at the meeting and no amendments to the application were adopted. The denial closes this specific application unless the applicant pursues a revised submission or an appeal.

The council adjourned the public hearing after receiving one public comment from the adjacent property owner and then proceeded to a vote.
