Council eases lift-station rules to allow more development, adds surcharge and design standards

City council members voted unanimously to amend the Land Subdivision and sanitary-sewer design standards to allow wastewater lift stations in specific situations, add a lift-station surcharge and create an operating-fee framework.
Proponents said the policy changes modernize a decades-old rule that limited use of lift stations and that updated technology makes lift stations feasible for smaller developments. "This brings that requirement down," Councilman Beckias said while thanking planning staff and administration for the policy work.
Council members emphasized that allowing lift stations does not remove future site- or project-level review. Several council members said the change could expand the supply of developable lots and potentially lower lot prices. Council also approved related clarifications in zoning and subdivision code and repealed an older council resolution dating to 2004.
Roll calls on the related motions were unanimous (6'0' 0). Staff said implementation will include updates to plan checklists, developer fees and a process for when a lift-station surcharge applies.
