Littleton kicks off Littleton Boulevard subarea plan, seeks stakeholder representatives

Serena, a senior planner in Littleton27s Community Development Department, told the Transportation Mobility Board that the Littleton Boulevard subarea plan has formally kicked off and will be a conceptual, city-led effort to guide how the corridor and surrounding blocks evolve over the next 202030 years. She said the process is meant to be higher-level than intersection design work and could recommend later detailed design steps.
"This is a plan that's kicked off," Serena said, describing the project as a comprehensive, 182024-month effort that will look at historic preservation, land use and zoning, economic development, housing, transportation and streetscape and green infrastructure. She said staff are already collecting data, with 24-hour traffic counts underway for corridor segments.
The presentation said the tentative study boundary runs from the railroad tracks on the west to the city27s eastern boundary and includes roughly two blocks north and two blocks south of the corridor as a working area. Staff emphasized that the boundary remains provisional and that final project limits will be set later in the process.
City staff asked the TMB to select one representative and an alternate to serve on a stakeholder working group that would advise the planning team, take part in an urban-design charrette and report back to the board. Serena said the first stakeholder working group meeting is tentatively scheduled for February and that most workshops will be held in the evening to accommodate residents.
Public engagement approaches listed by staff include a project website, surveys, pop-up events, focused listening sessions, a stakeholder working group and a possible community "champion" role to disseminate information to neighbors. Serena asked board members to discuss internal nominations and to notify staff about volunteers within a month so scheduling could proceed.
The city characterized the subarea plan as a tool to set long-range guidance; any specific recommendations for intersections, design standards or zoning changes would be followed by subsequent, more detailed design work or discrete implementation projects. The board agreed to help publicize engagement opportunities and to consider potential representatives at its next meeting.
The planning team said it expects to bring staff presentations to the TMB through the process and anticipates finishing the plan and recommendations around 2027, subject to contract timing and Council approvals.
