On second and final reading Nov. 17, Commerce City Council approved Ordinance Z25‑002, rezoning the property at 10225 Chambers Road from agricultural to R3 multifamily residential by a 5–3 vote.
Staff said the project includes required roadway improvements on East 102nd Avenue and Chambers Road and that the applicant has agreed to build and dedicate a temporary public road from Chambers to Sable Boulevard at a cost of $275,000 to improve connectivity. Planning staff stressed the project aligns with the city's transportation master plan and noted the applicant conducted neighborhood outreach beyond the city's 300‑foot standard.
Neighbors and several councilmembers raised concerns about connectivity to Harvest Meadows, potential pedestrian use of private HOA parks and the adequacy of proposed neighborhood amenities. Staff responded that public roads must remain open to all and that HOA covenants govern private‑use amenities, while acknowledging enforcement is a private matter. Councilmembers asked staff to be mindful of transportation connectivity and long‑term impacts on adjacent neighborhoods.
The rezoning passed on second reading; council members who opposed said other zoning options might be more appropriate for the site.
