Summary
The Northwell Village Board approved the Messenger Public Library’s $2,332,500 levy request and adopted a $3,024,000 village levy ordinance, carried several special service area levies and bond abatements, issued a liquor license to Little Pop’s Pizzeria and approved an AV upgrade for Village Hall.
The Northwell Village Board on Dec. 1 adopted a slate of tax levies, special service area charges and local administrative actions affecting the village’s 2025 budget.
Staff member Jason told the board the Messenger Public Library board previously approved a levy request of $2,332,500; the village adopted that resolution by roll call. Jason then presented the village’s 2025 levy ordinance — a $3,024,000 request that the staff said reflects a 2.5% CPI-based adjustment and additions from new construction and that incorporates the library’s request. The ordinance passed on a roll call vote with one dissent: Trustee Curtis voted no and the remaining trustees voted yes (tally 6–1). The board approved the library resolution earlier in the meeting by unanimous roll call.
The board also approved a series of special service area (SSA) levies and related ordinances: Waterford Oaks SSA No. 4 ($22,255); Oak Hill SSA No. 7 ($42,125); Timber Oak SSA No. 8 ($17,160) — which includes an extra $6,500 this year to address a deficit cash balance that staff said will drop off once the deficit is cleared; Pine Creek Phase 3 SSA No. 9 ($4,610); Willow Lake SSA No. 11 ($11,510); and North Roar Town Center SSA No. 32 ($30,000). Each SSA ordinance was moved, seconded and approved on roll call.
Jason presented and the board approved two bond-abatement ordinances. The first abated taxes for 2017 alternate revenue source bonds that had been issued for water capital and are repaid with pledged water-user fees rather than the tax levy. The second abated taxes on 2024 alternate revenue source bonds issued to fund the public works facility; board minutes note those 2024 bonds are repaid with pledged non–home-rule sales tax revenue.
On business and licensing matters, staff reported removing a Class A liquor license associated with Raimondo’s and reissuing a Class A license to Little Pop’s Pizzeria for a location at 1033 Kilberry Lane; both actions were approved on roll call. The board also authorized a budgeted audio and video upgrade for the Village Hall boardroom, awarding work to the single bidder whose proposal was under budget; staff said the project includes relocating audio equipment out of the HVAC room and installing touchscreen room controls.
The meeting closed after trustees thanked Public Works for prolonged snow operations and the police chief reported 102 tickets issued and 19 vehicles towed during the recent storm.
Votes at a glance: Messenger Public Library levy — approved (library request $2,332,500); Village 2025 levy ordinance — approved (tally 6–1); SSA levies (Waterford Oaks, Oak Hill, Timber Oak, Pine Creek Phase 3, Willow Lake, North Roar Town Center) — all approved; 2017 and 2024 alternate revenue bond abatements — approved; Liquor license removal and reissuance for Little Pop’s — approved; Village Hall AV upgrade — approved.
The board adjourned and the meeting’s community hall opened shortly afterward.
