Le Mars city council awarded the 18th Street Southeast Drainage Repair Project to Holstein Excavating LLC and approved a separate services agreement for construction administration with Civil Engineers and Constructors LLC (CEC).
Staff reported six bids were received (opened Nov. 6, 2025) and recommended Holstein Excavating LLC; the council adopted the resolution awarding the project with a contract amount of $137,012. Councilmembers said the work is intended to alleviate water backing up onto 18th Street and that construction is likely to begin in spring.
The council then approved a $15,850 agreement with CEC for construction-administration services to be paid from the storm water fund. "So now that we're awarded the project, we need to pay them to make sure it's built," one council member said before the motion was approved on voice vote.
The contracts and services agreement were approved during the meeting; staff will administer the project and arrange construction scheduling in coordination with the contractor and CEC.
