Cuyahoga County's Environment & Education Committee voted to forward Resolution 20250347, adopting the 2025'030 Climate Action Plan as part of the County Sustainability Strategy in accordance with section 202.18 of the Cuyahoga County Code.
Deputy Chief Janita McGowan said the plan is built on an updated greenhouse gas inventory for calendar year 2022 and focuses on mitigation and adaptation actions that county government and local partners can take. "We've reduced emissions in our county 16% since 2018," McGowan said, and the plan lays out a science-based pathway aligned with a 1.5'C scenario that would require a roughly 63% reduction from the 2018 baseline to meet that target.
McGowan and Director Melanie Knowles described priority actions the county will pursue over the next five years and an interactive website that lets municipalities view their greenhouse gas inventories and comparisons. Staff said the greenhouse gas inventory work was funded by a CPRG grant and that the county contracted with a consulting firm to compile the data. Presenters highlighted a pilot with Beachwood, Brook Park, Maple Heights and Solon that produced technical memos and next steps for each municipal partner.
Committee members asked about data sources, municipal participation and funding; staff said most municipalities lack dedicated sustainability staff and the county will offer technical assistance and share publishable materials municipalities can adapt. The committee voted to forward the climate action plan to the full council for a second reading.
