The Delaware County Board of Commissioners unanimously approved a slate of routine resolutions during its first 2025 meeting, including purchases and warrants, travel requests, a liquor‑license transfer, creation of a new fund for the Family and Children First Council, authorization to notify school districts about a proposed tax‑increment financing (TIF) extension, and bid‑date settings for three roundabout projects.
Among the actions, the board authorized the county administrator to deliver notices to the Olentangy Local School District and the Delaware Area Career Center in connection with a potential extension of the Evans Farm TIF under R.C. 5709.83. Eric Hostetler, deputy administrator and general counsel, said the revised code allows extension of a TIF if it begins to generate certain revenues and staff expects the Evans Farm TIF to generate sufficient revenue next year to permit consideration of an extension later this month.
The board also approved Resolution 25-1015 establishing a new fund and organization keys to separate administrative and service program funds for the Family and Children First Council; Bobby Anderson of Job and Family Services described the change as necessary to segregate grant, state, and pooled partner funding from administrative operations.
Engineer's office presentations set bid dates for three single-lane roundabout projects: Peachblow Road & Piatt Road in Berlin Township (bid date Jan. 13, 2026; 40‑day summer closure), Big Walnut Road & Tussock Street in Genoa Township (bid date Jan. 20, 2026; 60‑day closure), and Hyatts Road & South Section Line Road in Concord Township (bid date Jan. 13, 2026; 30‑day closure). The board approved those resolutions unanimously.
Other routine business included approval of purchase orders and warrants (batch CMAPR1126), authorization of travel expenses, and consenting to a liquor license transfer from Avid Nails Spa and Lounge to Lucas Amy LLC, to be forwarded to the Ohio Division of Liquor Control.
Before adjourning the public session, the board voted to return to executive session to discuss employment/compensation of a public employee or official and pending or imminent litigation (Resolution 25-1021).
