On second and final reading Nov. 17, Commerce City Council approved Ordinance Z25‑0002 to rezone 10225 Chambers Road from agricultural to multifamily residential (R3). The vote was 5–3 with one excused absence.
Staff presented traffic and infrastructure analyses, noting that the project would add roadway improvements on East 102nd Avenue and contribute $275,000 to build a temporary public road from Chambers to Saywell Boulevard. Planner Nathan Chavez said the application went "above and beyond" the typical 300‑foot outreach radius by notifying neighbors within a 500‑foot area and that the development aligns with the city's transportation master plan.
Several council members raised concerns about additional connectivity to the Harvest Meadows neighborhood and whether shared access would allow nonresidents to use private HOA parks. Staff and the city attorney clarified that the roads would be dedicated public roads and that HOA private park enforcement is a covenant matter; staff also said connectivity is a recognized city policy to promote safe circulation and emergency response.
Councilmembers expressed differing views on neighborhood impacts and future council responsibilities for downstream effects. The ordinance passed on the second and final reading; the applicant will be responsible for specified public improvements and dedication of public rights‑of‑way.
